We’ve spent 50 years strengthening the sector
We have extensive experience delivering large-scale projects that build capability and leadership in the education and care sector, for both state and federal governments and local government.
We welcome collaboration with other not-for-profit organisations, statutory bodies and professional associations, and recognise the strength in partnering to achieve a shared outcome and change our sector for the better.
Current projects
National Workplace Relations Service (2024–current)
Funded by the Australian Government.
Together with Community Early Learning Australia (CELA), we set up the national Workplace Relations Service, which informs, educates and guides early childhood and outside school hours care (OSHC) providers to access the government-funded pay rise for educators. By mid-2025, our Workplace Relations Team had supported hundreds of education and care services across Australia to access the government funding.
National multi-employer agreement (2024–current)
Multi-employer bargaining is a process that allows workers in the same industry to negotiate better pay and conditions as a group. When new laws passed that made multi-employer bargaining possible for our sector, we stepped forward as one of four sector representatives negotiating alongside unions to secure the first-ever deal of this kind with the government. Following successful negotiations, in 2024 the Australian Government made a 3.6 billion dollar commitment to fund a pay rise for educators and teachers.
Victorian Inclusion Agency (2016–current)
Funded by the Australian Department of Education and delivered in consortium with Yooralla and KU Children’s Services.
The Victorian Inclusion Agency (VIA) is the Victorian branch of the Inclusion Support Program (ISP). We’ve led the consortium delivering the VIA since 2016, offering inclusion support to approximately 3,700 education and care services every year. In the twelve months prior to mid-2025, the VIA’s Inclusion Professionals made a total of 7,033 service visits across the state.
Outside School Hours Care Conferences/OSHC Professional Development Day (2000–current)
Supported by the Victorian Department of Education.
As the state peak for outside school hours care (OSHC), we are the trusted provider of the much-loved OSHC Conference – Victoria’s biggest event specifically for OSHC educators and leaders.
Completed projects
Kindergarten Quality Improvement Project (2018–2019)
Funded by the Victorian Department of Education and Training.
We are a member of the consortium that delivered the first Kindergarten Quality Improvement Project (KQIP), delivering coaching to kindergarten teachers and leaders in services that were not meeting quality standards.
Assessment for Learning and Development Project (2012–2018)
Funded by the Victorian Curriculum and Assessment Authority (VCAA), and delivered in partnership with the University of Melbourne.
Children’s learning and development across the VEYLDF 5 Learning Outcomes – including the Revised VEYLDF and VCAA’s Wellbeing Practice Guide – was the focus of this project. We developed and delivered an action research project and workshops to 20 multidisciplinary networks, including participants from family support, allied health and education and care services.
HIPPY Australia Curriculum Review and Revision (2017–2018)
Funded by the Brotherhood of St Lawrence.
The HIPPY curriculum is implemented in 100 communities across Australia, reaching around 5,000 children a year. This project involved reviewing the international HIPPY curriculum for the Australian context. We developed a curriculum framework, parent and tutor materials, professional learning resources and new books. We were also involved in training coordinators of the revised Age 4 HIPPY curriculum.
VEYLDF Professional Learning (2010–2013)
Funded by the Victorian Department of Education and Training.
We led this project: a state-wide roll-out of introductory VEYLDF modules and the development and delivery of four professional learning modules, which reached 3,369 educators across Victoria.
Professional Support Coordination (PSC) (2010–2016)
Funded by the Australian Government.
We were privileged to support educators across the state with the introduction and implementation of the National Quality Framework – for over six years. We developed resources, support materials and 200 professional learning sessions (covering service leadership, management and early years curriculum), reaching an average of 4,200 participants a year.
Collaborative Partnerships with Families and Communities Course (2013–2016)
Funded by the Victorian Department of Education and Training and engaged by the Bastow Institute for Educational Leadership.
We developed and delivered course material supporting educators to work with children and families facing vulnerabilities and challenges. The course was delivered in eight intakes to around 270 participants.
Responding to and Preventing Family Violence Conference (2016)
Funded by the Darebin Local Government Area with support from the Municipal Association of Victoria (MAV).
We designed, developed and delivered the conference to 110 early years professionals.
